Hey Sam'

The best way to do is to first make sure that the water gets completely dried up from withing the device before you attempt to power it on. Attempting to power it on while there is still present moisture within will only cause more harm. Do not even leave the battery installed prior to its getting fully dried up. Depending on the extent to which it got wet, you may need to open it up and rinse it thoroghly with Spirits. Leaving it plunged in rice on silica for some time can help get it fully dried up.

Presence of water/moist on any part of the motherboard may keep the device from powering on since it (water) is a conductor it self. It may even result in the battery being drained to death if it is left installed.
Also test to see if the battery will charge on a universal charger - if it does, then there is most likely still water/moist present on the phone's main board.
